You sked what technique I used on the hair of my Britney vexel. I learned from one of the tutorials here, I think it's called "Vexel Hair" or something :)

Hey, you asked me the technique I used on my Britney Vexel. Basically, I used very few layers for the skin shading, but very smooth lines. I outlined most things with a 1 px solid black border, and I elaborated more on the eyes and hair :)
