I dont think it's pre built into the program. You'd probably have to find pictures of paint splatters and trace them to create your own brushes.

I believe those are brushes indeed. There are a lot of resource sites out there that offer similiar ones. Hybrid Genesis might have them but I'm not sure.

EDIT stupid me, I forgot you're using illustrator.. sorry.
